<br />May 23, 2001 <br />Council Meeting Minutes <br /> <br />Council Member Capra questioned whether the road would be extended south to Cedar <br />Street. Mr. March stated that they would only go as far as the exception property, as the <br />Cities would need to condemn the house, as it is non-conforming. Mr. March stated that <br />this is not a desire. <br /> <br />3. Conunercial Building Design Concepts (Downtown Revitalization - Shea <br />Architects) <br /> <br />Mr. March stated he is requesting approval to expend $2,000 for plans to present to <br />potential, commercial developers who have an interest in developing in Centerville. <br /> <br />Council Member Capra stated that she had recently spoke with a resident who lives in the <br />Willow Glen town homes who stated that the architectural design of the County Bank <br />was very pleasing. Council Member Capra stated that she then asked the resident her <br />opinion regarding the design concepts for the City. The resident indicated that she was in <br />favor of more commercial developments modeled after the bank's design. <br /> <br />Mr. March stated that if would be nice to be a step ahead of developers and provide them <br />with a design concept when that approached the City. <br /> <br />Council Member Nelson questioned the funding for the plans. Mr. March stated that the <br />funds would be expended from the General Fund. <br /> <br />Council Member Travis stated that the developer would own the property and nothing <br />ensures that the developer adheres to the plan that the City would provide them. <br /> <br />Council Member Broussard Vickers stated she was not comfortable paying $2,600 for a <br />plan that the developer does not have to adhere to. Council Member Broussard Vickers <br />also stated that the City does not ordinances in place to force the developer to use the <br />plan. Council Member Broussard Vickers suggested, if Council desires to provide some <br />guidance, referring developers to County Bank and indicating that the development <br />should be modeled after the bank. Council Member Broussard Vickers also stated that <br />she was not in favor of this for the same reason she did not desire to pay a consultant to <br />provide three (3) sign plans for the City. <br /> <br />Motion bv Council Member Nelson, seconded bv Council Member Capra to <br />authorize Shea Architects to draft a plan for business development within the City <br />in an amount not to exceed $2,600. <br /> <br />Mr. March conunented that if there is a plan in place, the City does not have to have an <br />ordinance to enforce the plan. Mr. March also stated that the developer would need City <br />approval to proceed with the project. Mr. March stated that in his opinion, $2,600 was <br />minimal to assist the City in providing aesthetically pleasing business construction. <br /> <br />Council Member Capra stated she liked that fact Shea Architects also works with <br />developers. Council Member Capra stated that the City of Vadnais Heights has a similar <br />procedure in place. <br /> <br />Page 5 of 12 <br />
