All in favor. Motion carried unanimouslv. <br /> <br />Chairperson Hanson closed the public hearing at 6:55 p.m. <br /> <br />Motion by Commissioner Brainard, seconded by Commissioner Sheppard to <br />remove the phrase "except in the M-l District" from the Division 65, Accessorv <br />Structures Section of Ordinance #4 and direct Staff to research the matter for <br />discussion at the next meetin~. Ail in favor. Motion carried unanimously. <br /> <br />Ill. APPEARANCES <br /> <br />1. Mr. Terry Sager (Mini-Storage) <br /> <br />Mr. Edward Sadelack stated that he had partnered with Copeland Industries to help with <br />the building if it is approved. He then reviewed the revised plan for his mini-storage <br />facility . <br /> <br />Commissioner Brainard stated that Mr. Sadelack would need a Special Use Permit, which <br />would require a public hearing. <br /> <br />Commissioner Wilharber questioned the location of the lift station. Mr. March pointed <br />out on the map the location of same. <br /> <br />Commissioner Wilharber questioned the type of fencing that would be used on the east <br />side of the property, as the second building would not be built right away. Mr. Sadelack <br />stated that he intended to fence the area and would provide fencing required; however, he <br />would prefer to install inexpensive fencing due to the removal of same in preparation of <br />Phase II. <br /> <br />Commissioner Wilharber questioned whether Rice Creek Watershed District had granted <br />permission to fill the entire four (4) acres with buildings without requiring a pond. Mr. <br />Sadelack indicated that, since Mr. Rehbein would be creating a pond, Rice Creek had <br />indicated that no pond would be required on the four (4) acre site. <br /> <br />Commissioner Brainard asked what kind of fencing would be used to the east prior to the <br />completion of Phase II. Mr. Sadelack indicated he was hoping to use the least expensive <br />fencing required, as it would be removed when Phase II is constructed. <br /> <br />Commissioner De Vine indicated he did not see the need to require masonry block and <br />fencing in the area of Phase II due to the fact it faces unimproved, industrial land. <br /> <br />Mr. Sadelack questioned whether the City would allow outside storage for RV parking in <br />the location of Phase II prior to it being built. The Commission indicated that the City <br />was not interested in outside storage. <br /> <br />Page 3 of6 <br />
