<br />June 5, 200 I <br />Planning and Zoning Workshop Meeting Minutes <br /> <br />. <br /> <br />Mr. March stated there would be a need to hold a public hearing for the issuance of the <br />Special Use Permit. <br /> <br />Chairperson Hanson suggested Mr. Sadelack be prepared to address lighting issues prior <br />to appearing at the public hearing. Council Liaison Broussard Vickers indicated that Mr. <br />Sadelack needed to use environmentally friendly lighting. <br /> <br />Commissioner Wilharber questioned the hours of operation for the facility. <br /> <br />Commissioner DeVine indicated that the Special Use Permit would address the hours of <br />operation. <br /> <br />Commissioner Wilharber stated concern about the type of fencing on the east and noted <br />that the land is vacant now, but would be developed in the future. Commissioner <br />Wilharber stated that if Phase II were never built, the City would want the same type of <br />masonry block and fencing on the eastern perimeter. <br /> <br />Mr. Sadelack stated he would prefer to use inexpensive fencing and be required to put the <br />masonry and fencing in after a certain time frame if Phase I1 is not built. <br /> <br />Commissioner Wilharber requested an estimated value of the facility. Mr. Sadelack <br />indicated the facility, not including the land, had an estimated value of $1.5 million. <br /> <br />Commissioner Wilharber stated that this type of use would not bring employment <br />opportunities to the City. He then noted it may provide a benefit for residents; however, <br />he did not feel it would benefit the City as much as bringing a business that provide <br />employment opportunities to the industrial park. <br /> <br />Mr. Sadelack indicated that even though his business would not provide employment <br />opportunities, it would be providing tax base for the City. <br /> <br />Council Liaison Broussard Vickers indicated that, in light of the new Ordinance changes <br />and the limitations on outside storage, the City has created a need for this type of service. <br /> <br />Commissioner Brainard questioned the rent for one (1) unit. Mr. Sadelack stated that al 0 <br />x 20, climate controlled unit would rent for approximately $225 a month <br /> <br />Mr. March stated it would be interesting to know the percentage of small businesses <br />using storage units. Mr. Sadelack indicated his statistics indicate that approximately <br />thirty (30%) of those using storage units are small business owners and stated that the <br />percentage is increasing. <br /> <br />Commissioner Brainard questioned the vacancy rate. Mr. Sadelack stated he had been <br />told to expect a fifty percent (50%) occupancy for the first year. He noted that full <br /> <br />Page 4 of6 <br />
