before Council makes finaJ decisions. He explained this stems from the
temporary road placed in LaMotte Park.

Mr. LeBlanc explained there was an agreement with Anoka County at this time to
not allow a road access from Centerville Road to LaMotte Park. Mr. LeBlanc
stated that if this issue had went before the Parks and Recreation Committee this
information would have been brought up for the Council to review prior to
decision being made. Mayor WJlharber indicated the Council made this decision
to allow for the completion of the forcemain and that Anoka County could not
keep the City from placing a temporary road within the City. .

Mr. LeBlanc stated he would like Council's assurance that the temporary road
would be removed. Council Member Travis explained the Council would like to
maintain this roadway for maintenance and future forcemain work needed.
Mayor Wilharber concurred and stated a decision was needed without Park and
Recreation input due to time constraints.

Council Member Broussard Vickers noted the Council made a recommendation
on the satellite issue to be reviewed by the Parks and Recreation Committee for
their input before it was completed.
