<br />Division 125: Parkina and Storaae of Certain Vehicles <br /> <br />No motor vehicle or trailer without current license plates shall be parked or stored on any <br />property in a Residential District other than in a completely enclosed building or without a <br />Special Use Permit. No vehicle may be parked on a grass surface in the front yard. <br /> <br />It is unlawful for any person to park, store or leave any abandoned motor vehicle upon any <br />public or private property within the City, or for any property owner or occupant to permit <br />the parking, storing or leaving of any abandoned vehicle upon such private property, unless <br />such vehicle is within an enclosed building or structure. <br /> <br />Division 130: Performance Standards <br /> <br />Every use permitted by this ordinance shall be so established and maintained as to comply <br />with the provisions of this section. The Council may require the owner or operator of a use <br />permitted by this ordinance to provide such tests or investigations by an independent <br />testing organization satisfactory to the Council as are necessary to show compliance with <br />these standards. The cost of such investigation and tests shall be shared equally by the <br />owner or operator and the City unless the results disclose non-compliance with these <br />standards; in that event, the entire cost shall be borne by the owner or operator. This <br />provision does not preclude the City from making any investigations and tests it finds <br />appropriate to determine compliance with these standards. <br /> <br />Division 135: On-Site Sewaae Treatment Standards <br /> <br />The installation and repair of individual on-site sewer systems shall be in compliance <br />with Minnesota Pollution Control Agency Rules, Chapter 7080. <br /> <br />A. Permit Required: No person shall install, repair, alter or pump an on- <br />site sewer system without first obtaining a permit. Applications <br />provided by the City must be completed in writing prior to issuance of <br />a permit. Permit fees are established by resolution of the City <br />Council. <br /> <br />B. License Required: Installation, repair, pumping and hauling of private <br />on-site sewer systems requires licensing per MPCA Rules, Chapter <br />7080. <br /> <br />Section 135-010: Required Conditions. <br /> <br />A. Soil percolation tests must be completed by a competent, independent <br />tester and must be favorable for the operation of an on-site sewer <br />system before a permit will be issued. <br /> <br />Page 38 of65 <br />
