The work session of the Lino Lakes City Council on Wednesday featured the realtor
Mich2el Vincent representing Socrates Babacus for the proposed "Stardome". Mr.
Vincent had no specific details on the stadium and at this point nothing has been put on
paper in regards to any type of application to the City of Lino Lakes. Mr. Vincent indicated
that Socco would be here in a week and that they should have a traffic study performed in
about three weeks that they could present to the Lino Lakes Council. Lino Lakes staff
indicated that an Environmental Impact Study would have to be completed for a project of
this magnitude. An EIS could take as long as 18 months to be completed at a cost to the
developer of up to $500,000 or more. Nothing that occurred at this meeting did anything to
further convince me that a stadium would be built at this proposed location.

. The downtown theme workshop was well attended on Tuesday evening. Paul Montain
has taken the responsibility of talking to the downtown property owners to find out their
building plans and how these plans could tie into a downtown theme. There are five
property owners that have signed the petition for installing municipal water and
streeiscapes in the downtown. This petition will probably be presented to the City in a
couple of weeks. This petition should cause the Council to take action to revise the
feasibility report that was completed by the City Engineer and call for a public hearing on
the matter.

. The ;;Iastic on the windows of the commercial building in the downtown owned by
Marj<xie Carpenter was removed last evening. The lights were on in the building and the
interior looked great from the street. An insurance agency is expected to open in this
building around April 1st.

3/24/00
