The first was from
EFA (Earl F. Anderson) and the second from GameTime. Ms. DeVine explained that she
had spoke with Paul Palzer (Public Works Director/Building Official) regarding
installation of the playground equipment. Mr. Pa1zer suggested installing the playground
equipment above the ground (outside of the footings). Installation above ground would
mean no drain tile or border would be required. Drainage would be through a slope in the
fill. Mr. Pa1zer suggested concrete for the playground structure itself, but not the
perimeter. Mr. Pa1zer also stated that the Public Works Department could install the
equipment in approximately three (3) days time. The bid submitted from EF A came in at
$10,000, which includes fibar and an Equipment Installation Supervisor, but does not
include excavation and grade work. The bid submitted from GameTime came in at
$8271.22, but does not include the fibar, concrete (border) or Public Works time.
GarneTime will cost approximately $1800 more when taking all of the above into
consideration. Although, when you take into consideration the costs of the
benches/picnic tables/trash receptacles, on which the City would get a 3% discount, it
would roughly be a "wash".

Mr. Porter and Ms. DeVine will get together to discuss the specific dates/timeframes,
placement of the play structure, colors, type offill, border, etc. Ms. DeVine questioned
the Conunittee on polling the Royal Meadows neighborhood to gather input on the color
of the play structure, adding that this could bring citizen involvement, ownership and
possibly volunteers to install the equipment.

Council Member Sweeney and Mr. Navin felt it best to have the Public Works
Department install the play equipment. If Public Works installs the equipment, you
would have less negative comments from the citizens. The Park and Recreation
Conunittee is designed to be stewards of the City, with only the best interests of the City
in mind. Whatever type of equipment or color of equipment should be handled by the
Park and Recreation Committee.

Motion by Ms. DeVine, seconded by Mr. Porter to accept the GameTime proposal,
to include benches/picnic tables/trash receptacles. All in favor. Motion carried
unanimously.

4

\

"
