Human excretion, urination, menstruation. <br />vaginal or anal irrigation. <br />Conditions Common to ~arlors. <br />a. Enclosures. No privata booths or enclosed areas <br />shall be permitted in any parlor or any sauna havinq <br />a steam bath facility; any such steam bath Shall be <br />completely surrounded by transparent windows, to <br />permit observation of all areas within suoh stearn <br />baths trom the outside. A massage parlor or sauna <br />may provide tor separate enclosed areas where <br />members of the same sex may be shiel~ed trom view <br />trom members of the opposite sex, but for no other <br />purposes. <br />b. Obscenity. No pereon shall engage in ilny of the <br />acts described in Section 66C.OJ(b)(3)b above, <br />publicly or in private, for re~uneration or no <br />remuneration, in any parlor. <br />Additional Conditions. <br />The City counoil, upon recommendation of its <br />Planning Commission, may make or propose such other <br />conditions and restrictions on Sexually Oriente~ <br />Businesses as the City Council deems trom time <br />time eo be appropriate, where such restrictions ~r <br />regulations are designed to protect the general <br />health, safety and welfare of the public. <br /> <br />66C.04 Miscellaneous. <br />(a) Severability. The provisions of this Code rela~ing to <br />Sexually Oriented Businesses shall in all respects be <br />severable, suoh that should any prOVision hereof be fo~nd <br />~nconstitutional or otherwise unenforceable by any Court of <br />competent jurisdiction, such a finding shall affect only the <br />portion found to be unconstitutional or unenforceable. <br />(b) Initial Investigation Fee.
