Locations Ineligible for a License. No massage business may be located on <br />property that: <br /> <br />1. is zoned as a classification of residential property under the zoning ordinance; or <br /> <br />e <br /> <br />2. is subject to taxes, assessments, or other financial claims from a governmental agency that <br />are due and delinquent, except if a suit has been commenced and is being diligently <br />prosecuted to question the amount or validity of taxes. <br /> <br />810.045. Granting of Licenses. <br /> <br />:.L. U.',... <br /> <br />1. Business licenses. <br /> <br />a. Applications for business licenses will be referred to the police department for <br />investigation of the facts set forth in the application. The police department will <br />prepare a written recommendation as to issuance or non-issuance of the license. The <br />city council or city manager may order and conduct additional investigation as they <br />deem necessary. <br /> <br />b. Except for a massage therapist business, notice of a hearing before the city council <br />must be published at least 10 days in advance. The notice must set forth the day, time <br />and place when the hearing will be held; the name of the applicant, the premises <br />where the business is to be conducted, the nature of the business, and any other <br />appropriate information. At the hearing, the public must be given an oppormnity to <br />speak for or against the granting of a license.
