AprH 1999 <br /> <br />The Rice Creek Watershed District encompasses 201 square miles of Anoka, Hennepin, Ramsey, and <br />Washington Counties and was established by the Minnesota Water Resources Board on January 18, 1972. <br />The District boundary approximates the natural watershed area tributary to Rice Creek. Updated Rules and <br />Regulations were adopted by the Board of Managers on August 12, 1998. Additional policies of the District <br />are included in District's Watershed Management Plan. The general policies outlined in these documents <br />conform to those expressed in MS 103B and 1030. The District provides a legal and financial authority to <br />regulate activities which have the potential to affect the water resources of the District. <br /> <br />The District has adopted a permit program which requires property owners to obtain approval for the <br />following plans: <br /> <br />. Land Development (land subdivision) <br />. Final Site Drainage <br />. Rough Grading <br />. Appropriation of Public Waters <br /> <br />. Bridge andlor Culvert Construction <br />. Wetland Alteration <br />. Shoreland Alteration <br />. Public and Private Drainage Systems <br /> <br />In addition, projects sponsored by govemmental units must be reviewed by the Board. of Managers. <br />Preliminary plans must be submitted for town, city, county, or other governmental entity projects listed above <br />and any road, trail, or utility construction. Permits are generally required of the contractor hired to perform <br />the work if the government project will impact the water resources of the District. <br /> <br />The Board of Managers meets regularly on the fourth Wednesday of each month to act on permit <br />applications. Complete applications must be submitted thirteen (13) calendar days prior to the meeting date <br />for consideration at the meeting. Applicants must present all of the items below prior to consideration by the <br />Board: <br /> <br />o Completed permit application signed by the landowner (or contractor on government projects). <br />o All necessary maps, plans, specifications, and calculations in triplicate. Additional information <br />may be required by the District after the initial review. <br />o Permit fees per the fee schedule on page 4.
