CSAH 14, 1-35WtoI-35E
Water Resource Meeting Minutes

- 2-

January 5, 2005

· Jim Studenski, City ofLino Lakes
· Ken Powell, Rice Creek Watershed District
· Steve Hobbs, Rice Creek Water shed District
· Todd Smith, Minnesota Pollution Control Agency
· Tom Hovey, Minnesota Department of Natural Resources
· Nick Eoloff, Anoka County Parks

The following is summary ofthe discussion.

1. Introduction to Project

Representatives from SRF and the Anoka County Highway Department provided a brief
summary ofthe project:

. The CSAH 14 project will reconstruct the roadway between 1-35W and 1-35E. For purposes
of design, the roadway had been divided into three segments (see attached map):

Segment 1- Rice Creek Chain of Lakes
Segment 2 - Downtown Centerville
th
Segment 3 - 20 Avenue to 1-35E

. A Phase I Study was completed by Anoka County in July 2004 which assisted in the
selection of the design concept for CSAH 14. The study identified area transportation
system needs, safety needs, environmental resources as well as potential environmental
impacts of the roadway and it's compatibility with existing and proposed land uses.

In addition to identifying a design concept for CSAH 14, the Phase I Study also included
analysis of access improvements to the regional system (I-35W and 1-35E) in conjunction
with a new highway conidor north ofCenterviIle (northerly bypass).

· The preliminary design and the associated environmental document for CSAH 14 are
currently being prepared by SRF Consulting Group, Inc.

. Project is scheduled for construction in Spring 2006.

. Approximately $6 million dollars in federal funds have been allocated to the project. The
overall project cost is currently estimated at $12.5 million.

Further information about the project can be viewed on the project website:
www.co.anoka.mn.us.click on "Transportation", "Highway Department home page" and
"County Road 14, 135W to I35E Study".
