CSAH 14, I-35W to I-35E
Water Resource Meeting Minutes

- 5-

January 5, 2005

to review until Spring 2005 since the grit chamber was installed only a few months ago.)
Metropolitan Council points out that the City of Minneapolis is finding that grit chambers
are not working well. Watershed District prefers grit chambers discharge to the north side
of the roadway (peltier side) instead of the Centerville Lake side. Overall, the meeting
participants would like to avoid grit chambers but if they are necessary, flow to the
chambers should be carefully studied.

. The following stormwater treatment options were discussed by the meeting participants.
Some options will be studied further.

- Lake pond treatment at Peltier/Centerville area;

- Filter bag chambers. These generally require more maintenance than a grit chamber;

- Filter canisters;

- Ponding in development area south of CSAH 14 and east of Mound Trail. SRF
concerned about putting public water onto private property;

- Curb cuts. These generally result in erosion;

Catch basins (slot basin).

. The Watershed District requires sediment removal in difficult to treat areas even if other
areas within the project corridor are overtreated.

Segment 2

Segment 2 has more relief than Segment 1 but the corridor is still does not provide much
opportunity for treatment. The profile of the roadway cannot be changed much because of the
numerous driveways/access onto CSAH 14. Following is a description of the proposed treatment
in Segment 2.

· There is a high point just east of the Peltier/Centerville connection where a stormwater pond
is planned on the south side ofCSAH 14. This would treat the right-of-way stormwater as
well as improve existing flow to Centerville Lake by diverting flow to Peltier Lake.

· A ditch is planned on the east side of CSAH 14, south of the southern leg of Lakeland
Circle. There is a high point just west of Centerville Pond (CSAH 21) in downtown
Centerville. The ditch would treat the right of way stormwater while maintaining the
existing off-site drainage pattern which flows to a culvert pipe under CSAH 14 into
Centerville Lake.

· One pond is planned on the north side ofCSAH 14 just west of the northern leg of Lake land
Circle (currently the location of a pond created for the existing housing development) and
second pond between the two legs of Lake land Circle Drive.

· Two ponds are planned northwest and southeast of the intersection ofCSAH 14 and Dupre
Road. The pond to the northwest lies near the southern edge of Clearwater Creek.
