<br />CSAH 14, I-35W to I-35E <br />Water Resource Meeting Minutes <br /> <br />-6- <br /> <br />January 5, 2005 <br /> <br />. Ponding is planned on the south side of CSAH 14 behind the Centerville City Hall. <br />Clearwater Creek borders the southern portion of this property. The proposed design may <br />avoid the creek floodway but requires further analysis. <br /> <br />. Two ponds are planned east of County Road 54/CSAH 21 (20th Avenue) instead of one <br />large pond because of the physical constraints of County Ditch 55, which runs north/south in <br />this area. The Watershed District suggested SRF review the County Ditch 55 plans because <br />the surface features may not reflect the subsurface tile locations. <br /> <br />The following suggestions/clarifications were provided by the meeting participants with regard <br />to Segment 2: <br /> <br />. Watershed District prefers stormwater ponds to be sized for the entire drainage area if <br />possible and not just the CSAH 14 right-of-way. Otherwise, off site areas should be routed <br />around ponds in order to increase pond efficiencies. <br /> <br />. Potential excess capacity in the development pond south ofCSAH 14 at Dupre Road should <br />be reviewed. Watershed District has the plans from this 1995 pond project. <br /> <br />· Difference between Phase II NPDES requirements and Watershed District requirements <br />were briefly discussed recognizing the Phase II's emphasis on active pool treatment and the <br />Watershed District's focus on dead pool treatment. <br /> <br />· City ofCenterville noted that a 30-inch storm sewer line extends from the 1-35E SB/CSAH <br />14 EB ramp northeast to CSAH 14. The pipe is part ofMnlDOT's drainage system for the <br />interchange. This will be reviewed by SRF. <br /> <br />· SRF should obtain the Main Street Bank Plans (vicinity of County Ditch 55) from the <br />Watershed District. <br /> <br />4. Floodplain ManagementlMitigation <br /> <br />Following are the issues that were discussed by the meeting participants: <br /> <br />· SRF described the existing versus proposed roadway profile and the changes that have been <br />made with the proposed project to pull the roadway profile up out of the floodplain, <br />particularly in Segment 1. <br /> <br />. The proposed project may impact the Clearwater Creek f100dway at the Centerville City <br />Hall. This will be researched further by SRF. <br /> <br />· FIRM was last updated in 1982 for Lino Lakes and in 1999 for Centerville. <br />
