<br />CSAH 14, I-35W to I-35E <br />Water Resource Meeting Minutes <br /> <br />-7- <br /> <br />January 5, 2005 <br /> <br />. The FIRM elevations north of Mound Trail were discussed noting that the FIRM shows the <br />existing roadway within the 100 base flood elevation. The County stated that the roadway <br />has not been flooded (at least in the last 25 years according to County Public Works records). <br />Several resources were referred to that documented the floodplain elevations: <br /> <br />- Rice Creek 1998 Calibration Study (Modeled in 1992 for 10 day snowmelt)=887 <br />- DNR record=886.7 <br /> <br />Watershed District concluded that the elevation of 886-887 should be used. SRF requested <br />that after calculating the volume of impact, we meet with the Watershed District to discuss <br />hydrologic mitigation options. Hydrologic mitigation may involve modeling. The City of <br />Lino Lakes requests to be involved in these discussions. <br /> <br />. The meeting participants discussed the Floodplain Reduction Plan (1994) that was completed <br />for the area near 20th Avenue. Resource Strategies Incorporated (Dean Johnson) is a good <br />reference for this work. <br /> <br />· The proposed bridge work at George Watch LakeIPeltier Lake was described. The existing <br />bridge provides a 25-foot opening at the connection and the proposed bridge will provide a <br />9O-foot opening. There will be 10-foot clearance from the bottom of the bridge to the <br />proposed trail that will pass under the bridge. The trail under the bridge will provide access <br />from the south side of CSAH 14 to the proposed canoe launch, fishing pier and parking lot on <br />the north side. There would be 2 to 3 feet from the trail to the normal water level. A single <br />span bridge is currently proposed because of constructability, compatibility with the <br />waterway and accommodation for wildlife crossing. The meeting participants stressed the <br />importance of not opening the connection so much as to drop the water levels, which would <br />impede canoe use. The DNR will be consulted for purposes of fisheries; however, it is <br />believed that with the upstream dam, this is not a concern. <br /> <br />5. Future Meetings <br /> <br />A future meeting will be arranged with the TEP in Spring 2005. <br /> <br />SRF and the County will arrange a meeting with the Watershed District in January 2005 to <br />discuss stormwater treatment and floodplain impact mitigation <br /> <br />These meeting minutes were prepared by SRF Consulting Group, Inc.
