<br />Section 6. The Operations Committee shall provide input to the development of the Police <br />Department's annual budget and work plan. <br /> <br />SECTION VII <br />POLICE DEPARTMENT EQUIPMENT, <br />LAND AND BUILDINGS <br /> <br />7.1 EQuipment. Each of the cities to this Agreement has contributed to the Department for its <br />use and benefit, the cities' existing police equipment. The Governing Board shall control the use <br />of such contributed equipment. All expenses relating to the maintenance and repair of such <br />equipment shall be an operating expense of the Department. <br /> <br />7.2 Land and Buildings. Each of the member cities to this Agreement may lease building <br />space to the Police Department. Such land and/or building space shall be owned by the member <br />city and leased to the Police Department. Such lease, other than the police headquarters in Circle <br />Pines, is to be an operating cost of the Department. Any lease requires the approval of all <br />member cities. Existing leases will be honored. The Governing Board shall control use of the <br />buildings and land. <br /> <br />7.3 Ownership. Equipment purchased by the Department after the effective date of this <br />agreement shall be owned by the Department The Chief of Police shall conduct an equipment <br />inventory annually and present such information to each member city. <br /> <br />7.4 All equipment shall be used when needed for the benefit of the member cities. The <br />equipment shall not be used outside the boundaries of the member cities except as follows: <br /> <br />a) When police emergencies may endanger life or property within the member cities. <br /> <br />b) When use is covered by contracts duly entered into by the Governing Board. <br /> <br />c) When necessary to fulfill mutual aid agreement duly entered into by the Governing <br />Board. <br /> <br />d) In case of major emergency or disaster, when authonzed by the Chief of Police, or in <br />his absence, the officer in charge. Such use shall be reported as soon as possible to the <br />Chief of Police of the Department. Such use, as authorized above for use outside the <br />member cities. shall be carried out only when the officer in charge has determined that <br />the absence of equipment from the Department will not impair the protection of the <br />member cities. The officer in charge shall have the authority to determine priority in <br />answering calls and to assign equipment and manpower. <br /> <br />-6 - <br />
