<br />13) To recommend appointment of a Chief of Police. The appointment of the Chief of <br />Police shall be subject to the approval of the City Councils of all member cities. <br /> <br />14) In exercising its powers under this Section, the Governing Board shall adopt and be <br />governed by the rules and regulations known as "Rules and Regulations - Joint Powers <br />Police Department", a copy of which shall be attached to this Agreement. The rules <br />and amendments to the rules must be provided to all City Councils. <br /> <br />15) Direct any revenues received from fines for criminal violations or cost of prosecution <br />to the city prosecuting the violation. <br /> <br />16) To make a financial accounting and report to the cities on or before July I st of each <br />year. Upon request, during normal business hours, fmandal records shall be open to <br />examination by the cities. <br /> <br />17) To approve budgeted expenditures during their quarterly meetings. Non- <br />budgeted expenditures shall be submitted for approval at a special or regular <br />meeting of the Governing Board. Non-budget expenditures also require the <br />approval of member cities. A monthly bill list shall be submitted to each city <br />for their approval. <br /> <br />Officers authorized to make disbursement shall be bonded in an amount to be detennined and <br />approved by the Governing Board before entering into the performance of their duties. <br /> <br />SECTION VI <br />POWERS AND DUTIES OF THE <br />OPERATIONS COMMITTEE <br /> <br />Section 1. The powers and duties of the Operations Committee shall include the powers set forth <br />in this article. <br /> <br />Section 2. The Operations Committee shall provide input and make recommendations to the <br />Governing Board. <br /> <br />Section 3. The Operations Committee shall provide for the defmition of Member cities' needs <br />and shall coordinate the use of police department resources with the Police Chief. <br /> <br />Section 4. The Operations Committee shall provide for the day to day supervision of the Police <br />Chief and evaluation of the Police Department operation both for the purpose of reporting to and <br />making recommendation to the Governing Board, and shall 'designate a liaison for the purpose of <br />day to day communication with the police chief and to serve as liaison to the Governing Board. <br />The Operations Committee will annually provide input to the Governing Board and Police Chief <br />on the Police Chiefs performance. <br /> <br />Section 5. The Operations Committee shall make recommendations on staffmg needs and <br />compensation levels for the department. <br /> <br />.5- <br />
