<br />Work Scope <br /> <br />IlII1 <br />(gO Hoisington Koegler Group lnc. <br /> <br />page 10 <br /> <br />The Work Plan that follows is based on our limited understanding of the <br />project to this point. While it builds on the philosophy described above <br />and is the basis for this proposal, it can be modified to more directly address <br />the needs and concerns of the City of Centerville and affected property <br />owners. <br /> <br />In crafting a Redevelopment Plan for downtown Centerville, HKGi must <br />first understand what exists and what people desire for development in <br />this area. The first steps in this process are meant to provide that base of <br />understanding so subsequent explorations will be directed toward concepts <br />that can be supported by the community and property owners. <br /> <br />There will be a need for discourse in this process. HKGi intends to work <br />directly with the Steering Committee, whose primary role is to guide the <br />development of concepts and to evaluate them as they evolve into a final <br />plan. We also believe that the community - especially land and building <br />owners and local businesses - should be exposed to the work before it is <br />completed. We have structured the work program to allow input from the <br />community at key points in the development of the plan. Informing these <br />key players and permitting them to comment in venues less structured <br />than public hearings will be beneficial to the process. <br /> <br />In the Work Program that follows, HKGi proposes to conduct a significant <br />portion of the investigation and exploration "on site." It is our intention to <br />conduct an intensive work session (commonly known in design circles as a <br />"charrette"), which would include meetings with the community, affected <br />property owners and the Steering Committee. The charrette process allows <br />for very direct community participation, and is one of the best ways of <br />engaging people in planning processes. As we noted in our "Philosophy," <br />the charrette encourages sharing and exploration from the beginning and <br />throughout the planning process. From our perspective, our team would <br />prefer to work with the City of Centerville to find a work space within the <br />project area or in downtown, so that the project area is very accessible and <br />that the planning process is quite visible to the community. The cbarrette <br />process would be used in tasks I and 3, with the more intensive charrette <br />as part oftask 3. <br /> <br />Based on our understanding of the City of Centerville's needs and our <br />experience in this type of work, we have formulated a Work Program that <br />describes the tasks and steps we anticipate for the development of the <br />plan. Although it is the basis for this proposal, it can be modified to more <br />directly meet the needs of the city. <br />
