<br />Task 2.0 <br /> <br />Understand what is desired <br /> <br />Meaningful plans must not only recognize those patterns or factors that <br />reflect the character of a place and the physical or economic potential of <br />an area, they must also strive to capture the spirit of what the people <br />desire. HKGi proposes to begin the involvement of the community at this <br />point in the process; at Workshop One, the community begins their <br />involvement by sharing concerns and providing insights about its desires <br />for the future of this area. It's particularly important because the change <br />to CR 14 presents challenges but also offers a significant opportunity for <br />uniting downtown Centerville. Our task, in this phase of the work, is to <br />better understand how the community and those property owners who <br />are directly affected by these changes, see downtown evolving with this <br />opportunity. Direction provided by those attending the workshop may <br />well form, in a'sense, the principles that will guide the redevelopment of <br />this part of downtown and how it might best fit the future of downtown. <br /> <br />We begin this process with an understanding that no redevelopment <br />decisions have been made, no directions have been set, and no plans have <br />been drafted. We would begin with a presentation - building the case for <br />a redevelopment plan, understanding changes to CR 14, citing benefits <br />for the community and businesses, outlining the process for developing <br />the work (and indicating opportunities for future input); presenting our <br />thoughts about downtown Centerville and where we see opportunities <br />within the redevelopment area; and then taking input ITom participants. <br /> <br />Beyond Workshop One, HKGi will conduct a series of targeted interviews <br />with individuals or small groups defined by the Steering Committee. These <br />interviews, conducted anonymously, will allow HKGi to gain deeper insight <br />into the issues and concerns of the community, and permit us to understand <br />the views of "key players" - most likely, those individuals that are directly <br />affected by any changes within the project area. By agreeing to conduct <br />the interviews anonymously, we have found the people are more willing <br />to share critical information, offer opposing viewpoints, and, most <br />importantly, to simply participate in the planning process. <br /> <br />This phase allows: <br /> <br />. <br /> <br />the redevelopment plan to be influenced by local ideas and values;o <br />the community and affected property owners to become aware of <br />the need for the master plan, and permits them to provide input <br />at the outset of the process. <br /> <br />. <br /> <br />Hoisington Koegler Group Inc. <br /> <br />11I11 <br />~n <br /> <br />pagelS <br />
