<br />technical information to ensure that implementation of the redevelopment <br />plan occurs with consistency, coherency and credibility. <br /> <br />As a refinement of the preferred alternative, the redevelopment plan may <br />reflect anticipated changes in use; vehicle and pedestrian circulation systems; <br />the qualities and character of public and private spaces; connections between <br />downtown, nearby neighborhoods, and other community features; general <br />character of new structures; economic development activities; identity <br />elements and pedestrian amenities; and the character and location of special <br />features that might convey a sense of community heritage or spirit. <br /> <br />While every detail of new development cannot be defined in the <br />redevelopment plan process, the plan that results will provide solid direction <br />for the subsequent steps in the redevelopment process, and it will <br />demonstrate how the vision of the community can be articulated through <br />key redevelopment strategies. It is important that this redevelopment plan <br />be seen as the tool the community will use to foster the redevelopment <br />process. Each private sector developer interested in creating a project in <br />the redevelopment area should be fully aware that their proposal will be <br />reviewed using the redevelopment plan as both guide and criteria for <br />suitability. It should also be expected that the developer will add detail to <br />the redevelopment direction, detail that is supportive of their particular <br />proposal. <br /> <br />One of the details that cannot be overlooked is the need to understand the <br />potential costs of redevelopment. The HKGi team will develop preliminary <br />cost estimates related to infrastructure, public realm enhancements and <br />other elements needed to support the redevelopment effort. To the extent <br />possible, we will frame costs related to acquisition; although these costs <br />can only be considered a guide, they are a critical part of the redevelopment <br />feasibility equation. <br /> <br />The strategies to be employed in implementing the redevelopment plan <br />will also be defined during this stage of the work. Important aspects of the <br />implementation strategy includes defining the financial tools and resources <br />that might be applied during the implementation process as well as the <br />identifying and describing "first step" projects. The HKGi team expects to <br />work closely with City Staff resources in this task. <br /> <br />[n order to effectively move forward the plan must also be put into context <br />with the City's Comprehensive Plan.
