He then asked Council to keep an open mind <br />and consider projects as they come in. <br /> <br />Council Member Council Member Paar clarified that there will not be any <br />automatic TIF approvals but he is open to reviewing proposals to determine <br />whether or not they would be in the best interest ofthe City. <br /> <br />Motion bv Council Member Lakso. seconded bv Council Member Terwav to <br />approve Resolution #05-036. All in favor. Motion carried unanimouslv. <br /> <br />Council Member Terway commented that he agrees, in general, that large TTF <br />districts are not appropriate but feels the need to review the projects on a case-by- <br />case basis. <br /> <br />4. Partial Release of Easement - Lot 6. Block L Eagle Pass <br /> <br />City Administrator Larson indicated that the way the minutes were drawn from <br />the last meeting, it was not clear that Council agreed to partially release the <br />easement. <br /> <br />Motion bv Council Member Lee. seconded bv Council Member Lakso to <br />approve a partial release of easement for Lot 6. Block 1. Eal!:le Pass as <br />recommended bv Staff. All in favor. Motion carried unanimouslv. <br /> <br />City Attorney Hoeft noted that Staff has provided the costs to the City <br />Administrator and those will be passed on to the property owner. <br /> <br />IX. ANNOUNCEMENTSIUPDATES <br /> <br />I. Citv Administrator - Mr. Dallas Larson <br /> <br />City Administrator Larson indicated that Staff would like to make a slight change <br />in how public hearings are handled. He then said that any matters not requiring <br />two public hearings, or a specific Council hearing will not be scheduled tor a <br />public hearing at the Council level. He then explained that any "hot button" <br />issues could have a public hearing scheduled as could any other matter at <br />Council's discretion. He further clarified that the Planning Commission is the <br />recommendation body and they hold the public hearing and take comment and, if <br />there is also a public hearing at the Council level, it leads people to believe they <br />should circumvent the Planning Commission and, when the Planning Commission <br />makes its recommendation it has not had those pertinent public comments. <br /> <br />Council agreed. <br /> <br />2. 1601 LaMotte Drive <br /> <br />Page 8 of 10 <br /> <br />j <br />
