Mr. <br />PaIzer stated that with the Main Street widening project and the Church of St. <br />Genevieve's new building, areas will be limited in the future for riding within <br />town. Mr. Koppy felt that their trail will eventually be phased out with <br />development and growth. Chair Hanson was extremely disappointed with the <br />lack of turnout this evening. <br /> <br />Commissioner Wright thanked the Rice Creek Association for their advice <br />regarding the Department of Natural Resources (ONR). Mr. Koppy suggested <br />that if the numbers are unavailable, that the address of where the snowmobile(s) <br />came from could be provided to the DNR and they can cross reference same. <br /> <br />The Commission thanked the Association for their time and suggestions. <br /> <br />Discussion ensued regarding the timing if total banning is the consensus of the <br />Commission, Council's consideration, the CSAH 14 project and snow emergency <br />contingency. <br /> <br />Mr. PaIzer felt that a public hearing in September or October 2005 would be best <br />for additional discussion. It was felt that it should be placed on their agenda for <br />August 2005. <br /> <br />v. NEW BUSINESS <br /> <br />1. Proposed Ordinance #79 - Construction Site Runoff Control <br /> <br />Mr. PaIzer stated that Council directed that Bonestroo, Rosene, Anderlik and <br />Associates provide the City with this ordinance as a part of the Surface Water <br />Management Plan. Mr. PaIzer questioned whether the City desired to duplicate <br />the same requirements and securities as do the Rice Creek Watershed. It was felt <br />that a security would need to be for at least a year's period of time. Mr. PaIzer <br />stated that currently the City does not have fees contained for this Ordinance <br />within the current fee schedule. Commissioner Wood felt that a larger dollar <br />amount for security was needed. Commissioner Klennert Hunt felt that the <br />MPCA is generally under or low with their suggestions. Commissioner Hanzal <br />questioned whether this would be a letter of credit, bond or monies. Consensus <br />was that any of the above would be acceptable. Consensus was that escrow <br />amounts would be a minimum of $3,000.00 and for a year period. Additional <br />suggestions regarding penalties, emergency action, dirt mining similar to <br />Rehbein's were discussed. Mr. Patzer will discuss these issues with the Engineer. <br /> <br />Commissioner Hanzalleft the meeting at 8:09 p.m. <br /> <br />Mr. paIzer felt that a copy of the Rice Creek Watershed Permit should be required <br />and addressed within Section 79.07 with a new Subsection 5. <br /> <br />Page 4 of6 <br />
