Centeroi([e, :M:N 55038 <br />651-429-3232 Dr PlV( 651-429-8629 <br /> <br />April 21, 2005 <br /> <br />Memo to Mayor and Council <br /> <br />I have attached a draft of possible language to consider as you work toward adopting a <br />Memorandum of Understanding (MOU)with Anoka County for the County Road 14 <br />project. I believe from the meetings that I have attended with Anoka County officials, <br />that many of the draft changes would be rejected by the County. But, it is important that <br />the City consider all of the impacts the project and offer suggestions to mitigate those <br />concerns. <br /> <br />I would suggest that we spend some time at your next meeting talking about a process to <br />reach a consensus among the council so the City's position can be clearly articulated to <br />Anoka County. You may want to consider a work session during the first week of May <br />in hopes that you could take action on the MOU at your first regular meeting of the <br />month. There is some urgency in taking action since there will need to be an executed <br />MOU before the County can begin with property appraisals for easements and doing final <br />design for bidding the project. I understand that some of the County's funding sources <br />have their own deadlines, as well. <br /> <br />Dallas Larson, Administrator <br />
