<br />A motion was made by Mayor Capra to recommend to the Cirele Pines city <br />council the suggested bid alternates for their approval. The motion was <br />seconded by Councilmember Lee. Motion passed. <br /> <br />B. Other Police Facility Approvals <br /> <br />City Administrator Keinath updated the Board on land transfer transactions and <br />zoning approvals. <br /> <br />C. Administrative Fine Sample Ordinance <br /> <br />Chief Makela presented information regarding Administrative Fines! Administra- <br />tive Tags. A number of cities are currently handling ordinance violations and <br />some traffic violations through this process rather than going through the court <br />system. It was suggested to table this issue until the city administrators and city <br />attorneys have studied this issue further. <br /> <br />A motion was made by Councilmember Bailey and seconded by Mayor <br />Capra to direct the Operating Committee to do additional researeh on <br />Administrative Fines. Motion passed. <br /> <br />9. OPERATING COMMITTEE REPORT <br /> <br />A. Legislative Proposal Status <br /> <br />City Administrator Keinath was unable to get an update regarding the current <br />status on the biII presented to the Senate to waive sales taxes on the new police <br />facility. <br /> <br />B. Retain Cy SmythelLabor Relations Associates <br /> <br />Cy Smythe discussed possible bargaining items and compensation and benefits <br />programs. Retention of officers was identified as a priority. <br /> <br />A motion was made by Councilmember Lee to retain Cy Smythe's services <br />for negotiating a new officer contract. Mayor Capra seconded the motion. <br />Motion passed. <br /> <br />C. Bond Sale Information <br /> <br />10. CHIEF MAKELA REPORT <br /> <br />A. Resignation Letters <br /> <br />Letters of resignation from CSO Matt Noren and Officer Joe Dick were presented. <br /> <br />A motion to accept both resignation letters was made by Councilmember <br />Bailey and seconded by Councilmember Lee.
