2. Resolution #05-002 Fee schedule Mayor Capra indicated that the biggest complaint she has had from residents is the cost of the water hook up fees because they already pay for improvement to the property and for the contractor to run it to the house and then they are asked to pay $1,700. Council Member Lee indicated he has no issue with that. He said he realizes it is a lot of money but they would be paying what all other residents are paying. Ms. Bender recommended changing the SAC fee to $1,450 to match the Metropolitan Council fee. Council Member Lee indicated he would like to know how building permits are enforced for finishing basements. City Attorney Hoeft indicated that the City enforced by complaint and that it is hit or miss. Council Member Lee indicated that he knows of a house being renovated right now that there is no permit for and they bought it with the intent of finishing the basement with the intent to make a profit. Ms. Bender suggested he call Staff with a complaint on the address and Staff would take action to issue a stop work order. Motion bv Council Member Lakso. seconded bv Council Member Lee to annrove Resolution #05-002 Fee Schedule as amended. All in favor. Motion carried unanimously. 3. Cigna Behavioral (Employee Assistance Program) Service A~eement for 2005 - $5.100 Council agreed not to renew this contract. 4. Amended Joint Powers AlUeement (Centennial Lakes Police) City Attorney Hoeft indicated that he spoke to the other attorneys involved and it was determined that the other two cities approved the original language but not the proposed amended language.
