Fax: 651-636-1311 <br /> <br />www.bonestroo.com <br /> <br />January 25, 2005 <br /> <br />Teresa Bender <br />Acting City Administrator <br />City of Centerville <br />1880 Main Street <br />Centerville, MN 55038-9794 <br /> <br />Re: Sanitary Sewer System <br />Reducing Infiltration and Inflow <br /> <br />Dear Teresa: <br /> <br />Faced with investing an additional $400 million to treat growing volumes of inflow and <br />infiltration (VI) entering the Metropolitan Disposal System (MDS), MCES is notifying <br />cities with excessive levels of VI that they will be required to reduce their peak system <br />flows to meet system design standards, Centerville is one ofthose on the notification list <br /> <br />Excessive VI uses capacity originally designed to accommodate growth, In addition, local <br />communities are charged the same rate for this clear water as they are for sewage, <br />Metropolitan Council recently issued a draft policy stating it will not provide additional <br />capacity within its interceptor system to serve excessive VI, The council has established <br />goals for all communities discharging wastewater to the MDS and to eliminate the <br />excessive VI by 2012, In recent months, you should have received correspondence from <br />MCES stating that Centerville needs to meet its VI goals by 2012, <br /> <br />The MCES has determined that more than 60% of its client communities have excessive <br />infiltration and inflow, and each will need to develop plans that reduce it Those <br />communities currently within their III goals will need to develop plans for maintaining <br />acceptable levels, These plans are required as part of all updated 2008 comprehensive <br />plans, In order to develop and implement an VI plan for your city, we recommend you <br />take the following steps now: <br /> <br />I, Review MCES data on VI flows, We have found errors in the data while assisting <br />other clients, enabling them to be removed from MCES' excessive VI list <br /> <br />2, Determine if you would like to develop an VI reduction program now or wait until <br />MCES initiates a financial assistancelsurcharge program in 2007, A benefit to <br />developing and implementing a program now is that Centerville might be able to <br />reduce its III volumes and be removed from MCES' final list of communities with <br />excessive Ill, In addition, communities with a reduction plan in place will be able <br /> <br />.
