<br />to continue implementing their own programs without participating in MCES' <br />surcharge program. The surcharge program requires that cities pay MCES up <br />front for the costs of funding future infrastructure. MCES will hold this money in <br />separate interest bearing accounts to be used to fund each city's III reduction <br />program. If any funds remain after the city reaches its goal, that money will be <br />returned to the city. Ifthe goals are not met by 2012, MCES will retain the money <br />for investing in future metropolitan system storage capacity. <br /> <br />Bonestroo is currently in the process of completing successful III reduction programs in <br />Forest Lake and Columbia Heights. We have also begun to proactively work with as the <br />City of Richfield to develop a program to comply with MCES' standards. <br /> <br />Enclosed is some additional information on MCES' reduction policy as well as some <br />information on Bonestroo' s III investigation and remediation services.
