<br />r <br /> <br />Council Member Paar said that the money coming out of the City for a dinner for the <br />people that work for the City he does not feel is unethical. He then said that he feels it <br />would be easier and legal representation says it is not illegal and so he has no issue with <br />it. <br /> <br />City Attorney Hoeft indicated that this is not a legal matter but a political issue. <br /> <br />Council Member Lee said that this is good for the Staff and morale and it is the right <br />thing to do for the employees. <br /> <br />Council Member Lakso agreed and suggested going about it without the sunshine <br />account. <br /> <br />5. Paperless Packets <br /> <br />Mayor Capra clarified that Council had agreed not to send paper packets to the <br />newspapers any more. <br /> <br />Ms. Bender indicated that the packet is being scanned and put out on the website the <br />Monday following packet preparation. She then asked Council to consider either <br />retrieving the packet from the website or obtaining it from Staff on a disk. <br /> <br />Mayor Capra indicated that she would like to continue receiving a paper packet. <br /> <br />Council Member Paar said he would like to have less paper and this could save a lot of <br />Staff time. <br /> <br />Ms. Bender indicated it would be a huge timesaving. She then suggested Council <br />consider having laptops at the dais and Council Members could put in the disk and call up <br />the Agenda to follow along at the meeting. <br /> <br />Council Member Paar said he thinks the City Council should have City laptops and when <br />done it goes to the next person. He then said that it would be the most efficient after the <br />upfront cost of purchasing. <br /> <br />Council Member Lee indicated that he would like to continue receiving his paper packet. <br /> <br />Council Member Lakso indicated that a paper packet would be the most fair way to do it <br />since some people do not have internet access or a home computer system that is capable <br />of downloading and printing the packets efficiently. <br /> <br />Council Member Paar asked to add this to the agenda when full council is here for <br />discussion. <br /> <br />Council asked to continue to receive full paper packets but the newspapers can get <br />agendas and other info off of the web site. <br /> <br />Page 6 of 10 <br />
