OLD BUSINESS <br /> <br />1. 1601 LaMotte Drive - NegotiationsIRe-Apprnisal <br /> <br />City Attorney Hoeft indicated he met with representatives from St. Paul Regional <br />Waterworks and all issues with regard to the property have been resolved. He then said <br />that they intend to relocate the pipe and have increased the purchase price for the <br />property based on an appraisal and the fact that the City will receive fee title without <br />restrictions. <br /> <br />Council Member Lee indicated he had issues with the deed restrictions because they got <br />the property under eminent domain and are selling under tremendous value so to limit the <br />seller was wrong. Secondly, they took the property by eminent domain and he thinks it <br />would be really nice to give it back but that is not going to happen. <br /> <br />City Attorney Hoeft indicated that if the City wants to buy the property he would <br />recommend that this is the best way to purchase it as they are offering full fee title. <br /> <br />Council Member Lee indicated he is in favor of purchasing it but the issue is the price. <br /> <br />Council discussed the property and how to finance the purchase. <br /> <br />Mayor Capra indicated that she was told that it may be a good idea to go to the board <br />meeting and plead the case of the City in an attempt to get the price lowered. She then <br />asked whether Council would approve her doing so. <br /> <br />City Attorney Hoeft indicated he saw no issue with someone attending the board meeting <br />on behalf of the City. He then said that they are looking for a decision by no later than <br />the first meeting in February as they are going to move that pipe and want to get that <br />done. But, if the City is not purchasing the property that could put moving the pipe on <br />hold for another budgeting cycle. <br /> <br />Council Member Paar indicated he would not be at the first meeting in February and <br />asked what the opinion of the other three members would be because he believes that <br />Council Member Broussard Vickers would not vote to approve the purchase. He then <br />said that he has no issue with the Mayor attending the board meeting to discuss the price. <br /> <br />Ms. Bender indicated that Park and Recreation does not have enough funds to purchase <br />the property at the appraised price. <br />Page 7 of 10 <br /> <br />"--- <br />
