We believe that a well crafted process that <br />balances community input with market feasibility will result in a <br />visionary plan for the future and reflect residents' needs for a quality <br />downtown experience. <br /> <br />( <br />( <br />( <br />( <br />C <br /> <br />The foundation created through this process will ultimately assist the <br />city in the analysis of development proposals and provide the <br />information required for the development community to respond with <br />proposals that better reflect the vision of the community. <br /> <br />Key guiding, planning and design principles that should be considered <br />as a part of the downtown planning process include: <br /> <br />Creation of a quality public Creative building density <br />realm reflecting the unique Balance pedestrian and auto <br />qualities of New Market Shared district parking <br />Mix of uses Mix of architectural expression <br />Astreetscape network A green network and landscape <br />Mixofaffordability Abluenetwork(wetlandsf <br />Public-private partnerships stormwater management) <br />Financial sustainability <br /> <br />c' <br /> <br />Each of these principles should be considered prior to finalizing a vision <br />for the future of downtown to have it become the vibrant community <br />destination that will make it successful in the long-run. Two steps are <br />important in getting the project off to a good start - engaging key <br />stakeholders and the community in the process and a firm <br />understanding of the existing site and infrastructure. The knowledge <br />gained from these initial steps will serve as a point of reference <br />throughout the process. This will help to insure that all aspects of a <br />rich, downtown experience are rea1ized in the master plan. <br /> <br />The plan and guidellnes developed through this process must also be <br />tested against the realities of the market. We are oommitted to working <br />with The McCombs Group to insure that the plans and guidelines are <br />realistic. Our experience tells us that if significant publlc investment is <br />made to create a unique sense of place that the market forces can <br />change during a redevelopment effort. The vlslon <br />created through this study will ultimately guide the development <br />community in the continued growth of this area. <br /> <br />( <br />( <br />( <br /> <br />The approach we have outlined has resulted in plans and guidelines <br />that are embraced bY the communities, in which they were created, <br />reflect the unique qualities of each city and have become intertwined <br />with the planning fabric of each community. Our plan is to work with <br />Centerville to realize a plan that reflects your vision, is feasible and <br />builds community pride.
