<br />The scope of the informacion base will include socio- <br />economics and demographics, development <br />projections, the built envirorunent, and the natunU <br />. environment. Phase 1 will also include field <br />reconnaissance activities; interviews with key <br />stakeholders, elected officials and staff, and the fitst <br />Community Meeting. <br /> <br />PHASE. 2: ALTERNA'TIVES DEVELOPMRNT <br />Tbis Phase will focus on the development of <br />alternative downtown plans. It is anticipated that <br />Phase 2 will result in 2-3 al=ative downtown plans, <br />wlricb will be further refined in Pbase 3. The <br />alternative plans will be: <br />· Developed to respond to growth demand <br />projections prepared in Phase 1 and <br />· Developed based on physical iJ:npacts to the <br />study siea specific:llly CSAH 14/21 and <br />· Evaluated ~t economkjBscal impa<:rs, <br />environn1ental impacts, and the comrnunio/ <br />vision and City goals and objecti= in Phase 1. <br /> <br />PHASR 3: 8m P.CTION Il\.RI'1NEMRNT OF A <br />PREFERR~n DOWNTOWN PLAN . <br />This Phase will include tasks where the alternative <br />Downtown l'1ans will be presented at a second <br />Community Meeting. The Phase 3 process includes <br />wotk with the Steering Committee to select a <br />preferred Downtown Plan. <br /> <br />Tbis final Phase'of the Downtown Plan process <br />includes the refinement/completion of mapping and <br />pre)?aration of a draft plan and a final plan. The draft <br />plan will be presented to the Planning ColIlIllission <br />for review and approval. The final plan will be <br />prepared for Council adoption. <br /> <br />WORK PROGRAM TASKs <br /> <br />PHASE 1: GETrING STARTED <br />Task 1: Establish Steering Committee <br />The Steering Committee might include a Plan-ning <br />ColIlIl1ission!,<, the City Administrator, members of <br />the business community, and local institutiQOS, and <br />citizens. The Committee will be engaged throughout <br />the course of the project at five Steering Committee <br />meetings. <br />Task 2: Collect and Analyze Data <br />Data, including existing land use and zoning mapping; <br />information on building permits and bousing starts; <br />teports on the age, condition, and value of residential <br />properties; previous plans and st\1clies; US Census <br />information, and other materials will be collected and <br />analyzed. A technical memorandum will be prepared <br /> <br />Page 8 <br /> <br />for dislribution ~o the Steering Committee that <br />summarizes findings from Task 2- <br />Task 3: Conduct Field Reconnaissance and Pre-pare <br />E.... M'lpping <br />The reconnaissance activities will be conducted in <br />two pam. The first pan will require four hours on a <br />Saturday moming where the con-sultant team will be <br />guided through the community by the Steeting <br />Committee. At the conclusion of the gui4d JmIr the <br />Committee will meet to provide the coasultant team <br />with an I~n T1l:I11Jju, focusing on the most <br />iJ:npottant issues to address during the compte- <br />hendsive plan study. <br />The secoud t>att of the reconnaiasance activities will <br />be conducted by the consultant team independently <br />of the Steering Committee. A teehnicaI <br />memorandum will be prepared to document findings <br />from TllSk 3. This memorandum, whicb will include <br />base mapping, will be disttibuted to Steering <br />Committee members for review and comment. <br />Task 4: Conclutt S....keholder Interview. <br />lntemews with Up to 10 key stakeholders <br />(community members, consultant engineers, <br />and Scott County reprrsentirtives) Win be <br />conducted. A technical memorandum <br />dlW\lIlleIlting the 1nterview$ and summarizing <br />findings will be prepared for distribution to <br />Steering Committee members. <br />Task 5: Facilitate Second SteeriQg Commi~ <br />Meeting <br />The Steering Committee will meet with the consultant <br />. ~.t? ,clis~$ t~~nical reports su~ to <br />doo.imem Tash 2, 3, and 4 and provide input in <br />planning the first Community Meeting. <br />Task 6: Facilitate Fltllt Cnmmunity Meetil1g <br />The consultant team will faci1Jtate a Community <br />Meeting (Kick-Off Mee~ where findings from <br />Tasks 2, 3, and 4 will be presented and the <br />community will be actively engaged to define issues <br />and a community vision, goals and objectives. A <br />memorandum documenting findings from the <br />Community Meeting will be prepared for distribution <br />to the Sreering Committee. <br /> <br />PHASE 2: DEVELOP ALTERNATIVES <br />Task 7: Concluct Consultant Work Sessions <br />With infotmation learned from Phase 1 activities, <br />the consultant team will prepaxe a1rema.tive <br />planning and design concepts for the downtown <br />area. '!be concepts will represent key elements <br />of downtown such as: community facilities and <br />services, land use, transportation, infrastructure, <br />town form (community design and image) <br /> <br />llq <br />
