Detroit Lakes <br /> <br />In addition to Biko Associares' downtown planning <br />and design experience with small cities in Greater <br />Minnesora, Mr. Skjelbostad is the 2005 Chair of the <br />Minnesora Design Team (MDT) and has served as a <br />team leader for the MDT. This work has resulred in <br />the preparation of downtown plans for rhe cities of <br /> <br />Caledonia, Pillager, Starbuck, Osakis, Rice and Albert <br />Lea. <br /> <br />FIRM PRINCIPALS <br /> <br />Firm principals include William Smith, AICP, in <br />charge of planning and transportation and Harold <br />Skjelbostad, ASLA, in charge of landscape <br />arChitecture and urban design. <br /> <br />CONSULTANT TEAM <br />Team Members <br />The Biko Associares Consultant Team will be led by <br />Harold Skjelbostad, ASLA, who will spend <br />approximately 20 percent of his time on the project <br />over six months. Harold will serve as project <br />manager and team leader. As projecr manager, he will <br />serve as the ptimary point person on the projecr and <br />will be the "go to person" when issues arise. Project <br />management responsibilities will also include: <br />. Contact and communication with the client, <br />associared agencies and other City <br />consultants <br />. Scheduling meetings and events <br />. Agenda preparation <br />. Submitting monthly invoices and progress <br />reporrs <br />. Proactive troubleshooting to identify and <br />address project-related issues early on <br /> <br />As consultant team leader, Harold will be responsible <br />for: <br /> <br />. Organizing the ream <br />. Quality control <br />. Schedule adherence <br />. Ensuring materials and information are <br />available <br /> <br />Biko Associates has found grear success wirh the <br />"working projecr manager model." As a working <br />projecr manager, Harold will address planning and <br />design issues relared to visioning, development <br />straregies and policies and agency and other <br />consultanr coordination. He will also lead activities <br />relared ro preparation of alternative land use and <br />housing developmenr scenarios. <br /> <br />Working with Harold will be William Smith, AICP. <br />Bill's role on the project will be ro conducr the <br />analysis of existing eonditions including land use and <br />zoning and stteet and infrastructure sysrems.
