<br />Bill will conduct the stakeholder interviews and will <br />serve as the lead faciliraror during the Community <br />Meetings. He will additionally conduct the <br />assessment of benefits and costs for each alternative <br />Downtown Plan and will facilitate the Steering <br />Committee)s evaluation and screening of the <br />alternatives and the selection of a pteferred <br />alternative. Bill will spend approximately 15 percent <br />of his time on the project over six months. <br /> <br />Rohert Claybaugh will assisr Biko Associares with <br />preparation of alternative Downtown Plans both <br />from the perspective of urban design but also with an <br />eye roward historic and sustainable architecture.. <br />Robert's extensive experience and his ability to <br />graphically communicate planning and design <br />concepts will be invaluable to demonstrate concepts <br />in plan view and 3D views. His work with form- <br />based codes will also be critical to the development of <br />implementation policies for the Downtown Plan. <br /> <br />John Dillingham, PE, will assist Biko Associates with <br />the review and recommendations for infrastrucnue <br />improvements based on plan planning and design <br />directions. John will rely on existing conditions <br />information from prior utility studies to assess <br />infrastructure needs. <br /> <br />Paul Anton will assist our Team by reviewing existing <br />market data from prior studies and make <br />recommendations for ways in which Centerville can <br />better position itself to respond to market conditions <br />and anticipared changes. Housing and commercial <br />markets will be assessed specifically looking at <br />conditions that may affect the Downtown Plan. <br /> <br />Biko Associates tecbnicians will collect and prepare <br />base information and will be responsible for the <br />development of mapping and graphics. <br /> <br />CURRENT ACTIVE PROJECTS <br /> <br />The following is a list of current active projects for <br />Biko Associates. Collin Park <br />Location: Athens Township, Isanti County <br />Firm's role: Recreational and trail planning and <br />design <br />Status: On-going <br /> <br /> <br />Our planning/design experience in four communities <br />is discussed below. The four communities are Anoka, <br />North Branch, Pine City, and Athens Township. <br />Project sheets describing these projects in more detail <br />are included at the end of this proposal. <br /> <br />Anoka North Central Business District Master <br />Plan 2002 - 2005 <br />Biko Associates was selected by the City of Anoka to <br />conduct a Planning Facilitation Study to initiate <br />planning and design for their underdeveloped North <br />Central Business Disttict (NCBD). This work was a <br />public participation and facilitation process to <br />determine the nature and extent, vision and character <br />of the last remaining urban development opportunity <br />for Anoka.
