Our work <br />professionally and our affiliation with the Congress <br />for the New Urbanism and the Minnesota Design <br />Team atc witness to our commitment. <br /> <br /> <br />It is our understanding that the City of Centerville, <br />like most similar communities in the Metro Areal are <br />experiencing those internal and external influences <br />that cause the need to reassess near term and long <br />range maintenance and growth strategies and goals. <br />Master Plans by their very title and nature are <br />activities that accomplish these goals. This planning <br />process must address the current needs of Centerville, <br />for example, to compete favorably with adjacent <br />communities, and to ensure its future viability by <br />preparing and following a guide, a Master Plan. <br /> <br />We also understand that planning and design analysis <br />for the downtown area will need to be informed by <br />completed research and planning studies and ongoing <br />planning efforts. Among the completed planning <br />studies are the city's comprehensive plan, the result of <br />the Minnesota Design Team's visit in 1998, a <br />Streetscape and Urban Design Guideline Plan, Anoka <br />County's plans for the realignment and reorganization <br />of lands adjacent to CSAH 14 & 21, and studies that <br />addressed utilities, housing and Centerville's <br />economic market. <br /> <br />Page 5 <br />
