<br />ongoing consulting relationship that has resulted in <br />the following list of work: <br />. Public Facilitation Study <br />. NCBD Design Guidelines <br />. Preparation of the NCBD Master Plan <br />. Preparation of the Rum River Community Space <br />Plan <br />. Livable Communities Grant Application <br /> <br />. Anoka Commurer Rail Transit Station 2002- <br />2005 <br />Biko Associates was selected to incorporate the <br />principals of Smart Growth and Transit Oriented <br />Development into the proposed Northstar <br />Commuter Rail Station in Anoka. This station <br />location continues to receive rhe highesr ranking of all <br />stations along this new mil line in terms of residential <br />and commercial development opportunities. Work <br />on this project in on-going and only draft plans have <br />been produce thus far. <br /> <br />North Branch Research and Planning/ Design <br />Services 1995 - 1997 <br />Biko Associates was selected by the City of North <br />Branch to conduct a number of research and <br />planning/design studies beginning in 1995. First, <br />Biko Associates conducted socia-economic and <br />demographic research thar was used by rhe City ro <br />prepare a successful Small Cities Developmenr grant, <br />which was submitted ro the Minnesota Department <br />of Trade and Economic Development. <br /> <br />Following this work, Biko Associates was selected by <br />Notth Branch to prepare a downtown and <br />commercial area revitalization plan. The plan <br />included the ttaditional down-town Ca cenlral <br />business district) and the TH 95 commercial strip and <br />I-35/TH 95 commetcial interchange area. <br /> <br />Finally, Biko Associates prepared the first <br />comprehensive plan for the City of North Branch, <br />Minnesota, following the merger of Branch Township <br />and North Branch. Biko Associates was responsible <br />for completing all elements of the comprehensive <br />plan including: <br />. Public participation process <br />. Land use <br />. Community services, <br />. Transportation, <br /> <br />. Public infrastructure, and <br />. Open space protection <br /> <br />The comprehensive plan was completed in 1997. <br />Following completion of the plan, Biko Associates <br />was contracted to update the new community's <br />zoning and subdivision ordinances. <br /> <br />Pine City Comprehensive Plan 1998 <br />Biko Associates was contracted to prepare the <br />Comprehensive Plan for Pine City. The planning <br />process included community charrettes. This was a <br />first-time occurrence for communities in Minnesota_ <br />Critical issues were orderly housing development and <br />stahilizing the downtown area. The recommended <br />approach was developed during a community <br />charrette process where residents discussed logical <br />ways to define districts (larger neighborhoods) within <br />the community. Each district was allocated a share of <br />anticipated future residential development in the <br />comprehensive plan. <br /> <br />Athens Township Comprehensive Plan 2003. <br />2004 <br />The Athens Township Comprehensive Plan was only <br />completed in 2004, and represented the community's <br />first comprehensive planning effort. Critical issues <br />included: a) the possibility of hostile annexation from <br />the city of Isanti, b) impacts of TH 65 as a barrier <br />that prevents community cohesion, c) <br />environmentally sensitive lands and the identification <br />of appropri-ate land uses (most importantly <br />residential development), and d) development of a <br />town center. <br /> <br />The most significant element of the Comprehensive <br />Plan relative to Centerville is the introduction of the <br />Town Center for Athens Township. <br /> <br />Biko Associates produced 90% of the Comprehensive <br />Plan. A sub-consultant to our team prepared zoning <br />ordinances for the community. OUf scope of services <br />included a complete process for the preparation of <br />the Comprehensive Plan. The planning process relied <br />heavily on public participation. We utilized <br />Township open house, rhe Annual Meeting and close <br />coordination with Township Supervisors and <br />Planning Commissioners to successfully complete the <br />Plan. <br /> <br />Page 4 <br />
