<br />Exhibit B <br /> <br />Urban Anoka County CDBG <br />2005 Statement of Community Development <br />Objectives of Funds <br /> <br />Pursuant to Community Development Block Grant regulation, Anoka County has made available <br />to the public the following statement of final use of 2005 - 2009 Anoka County CDBG funds. <br />Citizens, non-project groups, and other interested persons are invited to comment upon this <br />statement and upon Anoka County's performance of the CDBG program by contacting Anoka <br />County Community Development, Government Center, th Floor, 2100 Third Avenue, Anoka, <br />Minnesota 55303, telephone number 763-323-5709, Attention: Karen Skepper. <br /> <br />SPECIFIC OBJECTIVES <br />FOR 2005 - 2009 ANOKA COUNTY <br />CDBG PROGRAM <br /> <br />The following objectives have been established for assisting communities and citizen groups in <br />the formulation of specific program activities: <br /> <br />1. Provide Decent Housing <br />. Assist homeless persons obtain affordable housing <br />. Assist persons at risk of becoming homeless <br />. Retention of affordable housing stock <br />. Make available permanent housing that is affordable to low-income residents without <br />discrimination <br />. Increase the supply of supportive housing for persons with special needs <br />. Provide affordable housing that is accessible to job opportunities <br /> <br />2. Provide a Suitable Living Environment <br />. Improve the safety and livability of neighborhoods <br />. Increase access to quality facilities and services <br />. Reduce the isolation of income groups within an area through decentralization of <br />housing opportunities and revitalization of deteriorating neighborhoods <br />. Restore and preserve properties of special historic, architectural, or aesthetic value <br />. Conservation of energy resources . <br /> <br />3. Expand Economic Opportunities <br />. Job creation and retention <br />. Establish, stabilize and expand small businesses <br />. Provision of public services concerned with employment <br />. Provision of jobs to low-income persons living in areas affected by those programs, or <br />resulting from activities under programs covered by the plan <br />. Available mortgage financing for low-income persons at reasonable rates <br />. Access to capital and credit for development activities that promote long-term economic <br />and social viability of the community <br />. Empower low-income persons to reduce generational poverty in federally assisted <br />housing and public housing <br /> <br />The above objectives were developed in cooperation with the communities in Anoka County and <br />are based on need as illustrated by statistics drawn from 2000 Census data. Overall, they are a <br />continuation of past CDBG programs, and many communities sustaining efforts begun in those <br />years. <br />
