FUNDS <br /> <br />WHEREAS, Anoka County is an Entitlement County and therefore receives <br />annual Community Development Bloc:k Grant (COBG) allocations from the U.S. <br />Deportment of Housing and Urban Developmenlj and, <br /> <br />wHEREAS, the Anoko County Board of Commissioners makes these COBG fl,Jnds <br />available to municipaHties in Anoka County for eligible projects; and, <br /> <br />WHEREAS, Anoka County, os the grantee, is responsible for the timely <br />expenditure of CDBG funds; and,. , <br /> <br />WHEREAS~ Anoka County's performance is measured in port by such timely <br />performance; and, <br /> <br />Wl-IEREAS, Anoka County may be subject to HUD fiscal sanctions for failure to <br />expend CDBG funds within Q reasonable period of time: <br /> <br />NOW, . THEREF9RE, BE IT RESOLVED that the .Anoko County Boord of <br />Commissioners adopts the foJJowing Policy Regarding Schedule for Expenditure of <br />Community Development Block Gront Funds by Anoko County Subgraotees: <br /> <br />POLICY REGARDING SCHEDULE FOR ExPENDITURE OF <br />COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS <br />BY ANOKA COUNTY SUB GRANTEES <br /> <br />Community Development Block Grant Funds will be reserved for eligib!e budgeted <br />subgrantee activities for up to 18 months after notice of ovailability of such funds for <br />expenditure. If Q community foils to eXpend coac project funds within that time <br />limit, the Anoka County Board of Commissioners wifl withdraw the alfocation for that <br />project. <br /> <br />In order that communities may hOve adequate notice of the impending withdrawal, <br />County coaG stoff will notify those communities which hwe not committed CDBC <br />project funds within 12 months after the stort of the applicable CDBG progrom year of <br />that condition. Such nofice wilf enable those communities to re-evQJuate projects and <br />to program the funds if necessary. <br /> <br />Those communities whil:.=h t;lre in violation of the I B mon1h rule at the time of adoption <br />of this policy will be gi~en six months. from the. date of the County Board Resolution <br />referencing this policy, to expend their. COBG project funds. A~ the end of the six. <br />month period, the funds will be subject to withdrawal_ <br /> <br />The Anoko County ,?oard may on an individual case basis, elect to waive the 18 month <br />rule if 1he Board should determine that the project delay is caused by forces outside <br />the control of the community and that project completion is feasible within Q <br />reasonable amount of time. <br /> <br />Funds which revert to Anoka County shall be reallocated at the discretion of the' <br />County Board to either other projects submitted by communities or to County-wide <br />activities. <br /> <br />Any community based groups or ather subgrontees of communities must be notified of <br />this policy when they ore considered for CDBG funding. <br />
