<br />Draft 01-03-2006 <br /> <br />Bridge Guidelines <br /> <br />The following rules are for the erection of new private bridges in the City of Centerville. <br />All private bridges will conform to the following requirements. <br /> <br />All private bridges shall, for permitting purposes, be considered a deck and require a <br />zoning and/or building permit. A bridge located in an easement will not be allowed <br />unless it functions to provide the property owner access to a part of his/her property not <br />otherwise accessible and such access is required for maintenance of the property. If the <br />bridge is located within an easement, the property owner shall sign an encroachment <br />agreement with the City prior to the erection of the bridge. No private bridge may span <br />across any waterway without prior approval from the City Council. <br /> <br />A condition of approval for a bridge in an easement is that the property owner shall <br />provide liability insurance in the amount of $1 million and naming the City Of <br />Centerville as an additional insured. A certificate of insurance shall be provided and the <br />policy shall name the City of Centerville as an additional insured as it relates to liability <br />coverage. The City shall require an annual fee to cover the costs associated with verifying <br />continuation of insurance coverage. The City may waive the insurance requirement where <br />a properly designed culvert is used as an alternative to a bridge. Such design and <br />installation shall be approved by the City. An alternative culvert shall also require an <br />encroachment agreement. Any city costs for review of a proposed bridge or culvert shall <br />be paid by the property owner. A deposit to cover the City's estimated costs of review <br />shall be collected with the application for permit. <br /> <br />Any private bridge or culvert constructed in an easement may later be removed by the <br />City if it is determined that it interferes with the City's use of its easement or if in the <br />City Council's judgment, it may cause upstream problems or property damage. <br /> <br />A decorative bridge (one that is less than 30" above the grade) and not located in a city <br />easement, is exempt from the permit requirements. <br /> <br />/1 <br />
