<br />1. The City of Centerville purchases all of its insurance through the League of Minnesota <br />Cities Trust. As suggested by the League of Minnesota Cities Trust, the City of <br />Centerville requested proposals for and hired an insurance agent of record to represent <br />the City for a three-year period. An agent of record's duty is to process claims on the <br />City's behalf as well as to assist with the insurance application. <br /> <br />2. The City received three bids for an insurance agent of record. The City Council accepted <br />the proposal received from Paul Steffel, dated February 2, 2006, that stated that services <br />would be provided for a flat rate of $700 per year. Proposals were not required to include <br />offers of discounts on insurance to City of Centerville officials or employees. None of <br />the proposals included any such offers or discounts. Disbursements made by the City to <br />Paul Steffel for the period February 2006 through December 2008 were in accordance <br />with the proposed rate. <br /> <br />Based on our review, the process the City of Centerville followed to secure an insurance agent of <br />record was appropriate. <br /> <br />CONCLUSION <br /> <br />We were not engaged to and did not perform an audit, the objective of which would be the <br />expression of an opinion on specified elements, accounts, or items relating to the petitioners' <br />concerns as identified in this report. Accordingly, we do not express such an opinion.
