<br />City of Centerville <br />City Council Meeting <br />August 26, 2009 <br />Motion by Council Member Paar, seconded by Council Member Lee, to approve the <br />Consent Agenda as presented. All in favor. Motion carried unanimously. <br /> <br />VI. AWARDS/PRESENTATIONS/APPEARANCES <br /> <br /> <br />1.State Auditor’s Office –Mr. Rick Pietrick, CPA and Audit Director <br /> <br /> Mr. Pietrick appeared to review the State Auditor’s Petition Engagement for January 1, <br />2005, through December 31, 2008, with the City Council. Copies of the Petition <br />Engagement were distributed to the Council Members and the meeting attendees. <br /> <br /> Additional Auditor’s Office employees at the meeting were Brittany Roloff, CPA, Int. <br />Auditor, Charles Knandel, Jr., CPA, Staff Specialist and David Kenney, Assistant Legal <br />Counsel. Mr. Pietrick provided names and contact information for his staff. <br /> <br /> Mr. Pietrick his division has performed 150 audits throughout Minnesota, as well as 450 <br />private audits. In order for Centerville residents to petition the audit, they would <br />need to have signatures from 20% of the registered voters who voted in the last presidential <br />election. He explained he met with the Centerville petitioners to hear their concerns on <br />November 11, 2008. It was noted that after the Audit was completed, the Auditor’s staff <br />again met with the petitioners. <br /> <br /> Mr. Pietrick read the petition engagement report to the City Council and the meeting <br />attendees. <br /> <br /> City Attorney Glaser thanked Mr. Pietrick for the very thorough audit. He inquired <br />whether there were any findings of illegal activities in the audit. <br /> <br /> Mr. Kenney, the State Auditor’s Assistant Legal Counsel, mentioned their <br />recommendation regarding the Open Meeting Law. <br /> <br /> City Attorney Glaser stated, because there was a recommendation, that did not mean there <br />is unlawful activity. <br /> <br /> Mayor Capra stated that cities much larger than Centerville also have segregation of duties <br />issues, and they have more staff. <br /> <br /> Councilmember Paar thanked Centerville’s Staff for providing all the information <br />requested by the State Auditor. He stated that he believes the residents need to know that, <br />everything done by the City was being done to the best ability and according to the book. <br /> <br /> Councilmember Lee questioned if the audit could be provided with additional summary <br />information. He also wanted to clarify that Centerville was well under its debt limit. <br /> <br /> Mr. Pietrick and Mr. Kenney replied that the report speaks for itself. <br /> <br /> Councilmember Fehrenbacher stated that there was no conclusion on some items. <br /> <br />Page 3 of 8 <br /> <br />
