<br />In June and July of 2007, Bonestroo, along with City Staff, did a thorough inspection of all streets identified <br />for the study and their respective existing conditions. Since ratings based on the PASER (PAvement Surface <br />Evaluation and Rating) System were established in 2003, this inspection focused on updating those findings <br />and identifying new deficiencies of individual streets and utility needs. In March of 2008, further inspection <br />of the proposed streets was done by City and Bonestroo Staff. The timing of this inspection allowed <br />measurements of the frost heave to be made. The following summarizes the quantitative information used <br />in the analysis of the existing condition: <br /> <br />. 2003 PASER findings <br />. July 2007 Visual inspection of the pavement surface <br />. March 2008 Frost heave measurements <br />. November 2007 Braun Intertec Geotechnical Report (soil borings) <br /> <br />Based on these metrics, the proposed streets were categorized based on the recommended levels of repairs <br />needed. <br /> <br />PROPOSED IMPROVEMENTS <br /> <br />The improvements proposed for each street were based on the existing conditions observed in the walking <br />inspection and whether or not the area required the installation of new water main. Several areas <br />throughout town do not currently have City water main, but do have fully developed streets with City <br />Sewer. The addition of water main to some of these areas will necessitate the full reconstruction of the <br />street regardless of the condition of the existing pavement. This is due to the urban topography, the width <br />of the existing right-of-way. the number of water services required and the lack of adequate permanent <br />easements. <br /> <br />Many options and iterations were considered in order to optimize the proposed improvements for these <br />sections. In other words, make sure that work is not done unnecessarily. These improvements can be <br />divided into five primary categories: <br /> <br />A. WATER SYSTEM IMPROVEMENTS ONLY: <br /> <br />The area shown as "Section 1" in Figure 1 includes the extension of water main to the end of Mound Trail. <br />This work would be confined to the north boulevard and should not affect the roadway. Services would be <br />directionally drilled under the roadway to avoid pavement impacts. No road improvements are proposed for <br />this area. <br /> <br />The homes in this area are not hooked to City water. Water main was extended past some of the homes in <br />2005, but the residents were not forced to hook to the new main, nor were services from the new main <br />extended to the property line. <br /> <br />Lavalle and Clearwater Drives, which are shown in "Section 2", also include the extension of water main <br />from an existing stub. This main along with individual services would be directionally drilled under the <br />existing roadway.
