<br />It is the recommendation of this report to install service lines with a curb stop at the property line for all <br />homes which are not yet connected to City water. This would include homes in the area where water main <br />was previously extended as well as homes in the area where new water main is proposed. Services will be <br />installed via directional drilling technology to avoid impacts to the roadway. <br /> <br />Category A improvements are divided into two types as listed below: <br /> <br />A-' - Extension of new water main and services with no associated road work. <br /> <br />A-2 _ Water main already exists. but new services are proposed. with no associated road work. <br /> <br />B. FULL RECONSTRUCTION OF THE STREET SECTION: <br /> <br />The majority of Category B streets have no remaining salvage value in the existing bituminous or gravel <br />subbase. In other words. no portion of the road section could be reused in the restoration of the street. A <br />complete reconstruction of the street section is needed. . <br /> <br />Where curb exists. this will mean full removal and replacement of the curb and gutter along with the street <br />section. Saving the existing curb. as seen in Category C. was contemplated but proved to be impractical <br />and not cost effective in these instances. For the same reasons. saving portions of the pavement. or <br />patching, also proved to be counterproductive. <br /> <br />The largest factor in the lack of salvage value of these streets is drainage issues in the subbase. Therefore. <br />the proposed improvements include additional catch basins and storm sewer where it is both needed and <br />reasonably feasible. Additionally, in the areas where there is currently no existing curb, such as Peltier Lake <br />Drive. concrete curb and gutter will be constructed which will improve the drainage of the street and <br />consequently the subbase. <br /> <br />In the Robin Lanel Cardinal Drive area there is remaining salvage value to the roads. However, the road <br />improvement type is dictated by the addition of water main in this dense neighborhood. Options involving <br />the drilling of water main were explored in order to determine if it was possible to supply this neighborhood <br />with water without having to fully reconstruct the road. Two options were examined. Option one would be <br />to directionally drill the main within the existing front yard utility easement. The second would be to drill the <br />main within the utility easement in the backyards. These options were ruled out due to the following <br />prominent issues: <br /> <br />Front yard easement <br />. The homes within this area have smaller setbacks than in other areas. This would make the area <br />harder to work in and therefore add cost to the project. <br />. The yards. driveways. and landscaping within the easement would suffer extensive disturbance and <br />need to be replaced. <br />.
