<br />Mr. Nyberg stated that the contractor and the property owners should meet to address the <br />drainage issues. <br /> <br />Mr. John Buckbee noted that if building sites were not touched, and homes were just put <br />in, wetland drainage would be an issue. <br /> <br />Mr. Rod Henslin (1967 73rd Street) inquired about the south property line and he wanted <br />to know whether or not the property would be included in the scheduled storm sewer run <br />off. <br /> <br />Mr. McCoughly stated that he cannot guarantee the application of engineering methods. <br />He feels that the development could possibly alleviate the drainage problems by <br />implementing the grading plan. <br /> <br />Mr. Eric Larson (1975 73rd Street) noted that the drainage will affect the moisture on the <br />property surrounding his home. In 1992 there was high water - fifteen feet from a <br />neighboring structure. The key is to drain the water to the north, although it is difficult to <br />drain to the north because of the lower elevations (905 ft) in the south development. <br /> <br />Mr. Henslin (I967 73rd Street) noted that the drainage west of 20th Avenue drains west <br />into the storm sewer. Mr. McCoughly stated the DNR may permit an overflow maximum <br />protection petition to explore and identifY the drainage concerns. Mr. Henslin commented <br />that if the drainage problems are not appropriately addressed, there will not be a sound <br />environment for all property owners. Mr. McCoughly stated that Tom Hoovey (DNR <br />Waterways) approved the grading plan as presented. <br /> <br />Ms. Gaustad noted a variance request for the road length will be presented at the <br />September meeting. The road is nearly 900' and the ordinance permits only 800', therefore <br />the road is too long. Furthermore, the proposed plan complies with the R5 minimal <br />district lot size (17,500 sq. ft) and width requirements (100'). <br /> <br />Ms. Broussard Vickers recommended approval contingent upon certain issues. Mr. <br />Buckbee understood that it is not permissible to cause drainage onto another property. <br />Mr. Nyberg commented that the drainage calculations and spot elevations will need to be <br />established, prior to mitigating the water onto another property. <br /> <br />Mr. Dick Travis (7264 Twin Lakes) noted that they have met all requirements. However, <br />the DNR wetland is too low compared to the south residence elevations. Mr. McCoughly <br />addressed the concerns regarding the abutting properties. The drainage will not affect the <br />south property lines. Ms. Monica Travis (7264 Twin Lakes) mentioned that the RCWD, <br />DNR and two Professional Engineers have approved the drainage and grading plans. <br /> <br />Mr. Larson (1957 73rd Street) commented that the property to the north is higher than the <br />property to the south which will cause the drainage to flow on to the south properties. <br /> <br />2 <br />
