V. SET AGENDA

. Water Interconnect Update

Motion by Councilmember Sweeney, seconded by Councilmember Travis to approve the set agenda as
noted. Motion carried unanimously.

VI. PETITIONS AND COMPLAINTS

VII. UNFINISHED BUSINESS

Union Contract
Motion by Councilmember Brenner, seconded by Councilmember Nelson to approve the Labor
Agreement between the City ofCenterville and the International Union of Operating Engineers Local No.
49 AFL-CIO for January 1, 1999 through December 31,2000. Motion carried unanimously.

Cedar Street Park
Mr. March reported that during a phone conversation with Ms. Margaret Langfeld she indicated that
the City will not be required to pay the $20,000 market value for the cedar street park property if it is
used for a public purpose. The decision that needs to be made is whether to acquire the site for a non-
specific use and pay the $20,000 or pursue the site for a potential public works facility or do nothing at
this time.

The Council's consensus was to wait to make a decision until after a City tour on February 18, 1999.

CPLPD Tri-Citv Task Force
Mr. March handed out the most recently distributed documents from the last Tri-City Task Force
meeting which was held on Tuesday, February 2, 1999. Included in the handouts are a copy of the
departmental inventory of all assets and an analysis showing the use of the International Association of
Police Chiefs staffing formula for determining full time equivalent police officers needed to handle the
workload in the respective Cites. Furthermore, the next Tri-City Task Force meeting is scheduled for
March 3, 1999 at 7:00 p.m. at Lexington City Hall.

Water Interconnect
Mr. Peterson gave a brief overview of the progress made on the water interconnect. Bonestroo reviewed
the recommendation for the interconnect between the City and Lino Lakes as proposed by H. R. Green
Engineering services and the draft (3/20/98) Interconnect Agreement. Mr. Peterson recommended
that the options for a smaller metering system be discussed with Lino Lakes. The vault could be down
sized too and still achieve the desired flows. Mr. Peterson planned to continue in his efforts and return
to the Council at a later date.

VIII. NEW BUSINESS

Special Use Permit - Lloyd Drilling
Mayor Wilharber referred to a letter received from the surrounding property owners. Mr. March noted
that Mr. Drilling had an opportunity to review the citizens concerns and he plans to address each item.
