Furthennore, Mr. Drilling stated that he was in favor of earth tone colors and they planned to install
shielded lighting for the parking area. Mr. March confirmed Mayor Wilharber inquiry about a pedestrian
sidewalk near County Road 14, to continue the sidewalk theme, such as, color and parking lights.

Mr. Jeff Turner (7151 Peterson Trail) suggested the inlet and exit be exclusive to County Road 14, not
on Peterson Trail. Also, a privacy fence and greenery to buffer noise from the residential development.
Mr. Turner suggested the sidewalk continue along Main Street.

Mr. Drilling arrived at 6:33 p.m.

Mr. Drilling gave a thumbnail sketch of the proposed strip mall building and highlighted on amendments
to the plan that Planning and Zoning discussed. In addition, the traffic will be redirected to the north in
hopes to reduce speed and traffic onto Peterson. The building will be of a historical design with earth
tones. The lighting will be shaded lighting that angles down casting the light to the ground. Mr. Drilling
took photographs of several different fences and hoped the property owners favored one design.

Ms. Coral Wilkens (1832 Houle Circle) questioned how will the drainage and wetlands be effected. Mr.
Drilling explained that the drainage will continue the way the property has been designed to drain. In
short, there will not be a change in the drainage or its design.

Mr. Turner questioned the possibility of a sidewalk near Main Street. Mr. Drilling proposed to put in a
sidewalk near Main Street. However, according to Mr. Roger Butler (Anoka County Highway
Department Engineer) Anoka County plans to widen Main Street and the sidewalk may be removed.
Although, it may be advantageous for the adjacent property owners to install a contiguous sidewalk, the
effort may end in its removal.

The Council discussed the cost to install cement sidewalks or an asphalt trail way. Mayor Wilharber
spoke to Margaret Langfeld about interconnecting the county trails to the city trails. Councilmember
Nelson questioned the difference between the proposed building and the Design Teams Village Center
Building Reuse. Mr. Drilling explained that the proposed roofline is different than the Design Team
Village Center Building Reuse. Councilmember Nelson suggested the building theme be consistent with
the Design Team idea.

Mr. Turner expressed concern about commercial traffic interfering with residential traffic on a residential
road. Peterson Trail is a busy road and directing commercial traffic onto it may cause sever traffic
congestion. Councilmember Sweeney suggested redirecting traffic to have an entrance and an exit
driveway.

Mr. Peterson commented that he would like to review the site drainage plan, prior to making comment in
regards to drainage. Mayor Wilharber questioned RCWD approval. Mr. Drilling replied that the
lowland is manmade, and therefore did not foresee a delay with RCWD application approval.

Mayor Wilharber noted receipt of the Centennial Fire Districts comments, suggesting the Council
consider leaving the inlet as proposed.

The Council discussed the building design and stressed the desire for a historical design.

Ms. Maria Haugen (1994 73'd Street) suggested Mr. Drilling consider a log/wooded building front.
