<br />City of Centerville <br />City Council Meeting <br />September 9, 2009 <br />Motion by Council Member Broussard Vickers, seconded by Council Member Lee, to <br />authorize up to $5000 for crack sealing by Fahrner Asphalt. Motion carried <br />unanimously. <br /> <br /> <br /> <br />8.Proposed 2010 Budget and Levy <br /> <br />Finance Director Mike Jeziorski reviewed the proposed budget for 2010 as modified <br />subsequent to the work session on September 2, 2009. The proposed budget as presented <br />was for $2,246,420, compared to $2,244,470 for 2009, with a 2010 total tax levy of <br />$2,316,537, compared to $2,043,820 for 2009. <br /> <br />A memo from Council member Fehrenbacher was presented in which he discouraged <br />including levying back the unallotments which was included to fund capital expenses for <br />streets. <br /> <br />Council member Paar indicated that he agreed with Fehrenbacher and asked that the levy <br />be kept as low as possible. <br /> <br />Mayor Capra recommended that the Council not levy back the unallotments, but instead <br />levy the additional approximately $59,000 to levy at the maximum limited levy. This will <br />give the city more flexibility in future years. <br /> <br />Council member Broussard Vickers suggested that the Council include the unallotments in <br />order to fund the capital expenses for streets, indicating that the street improvements and <br />repairs have not been adequately funded in the budget for the past several years. <br /> <br />Council member Lee also expressed concern that the street reconstruction and maintenance <br />is falling behind the Pavement Management Plan and that it will be increasingly more <br />difficult to catch up. <br /> <br />Mayor Capra recommended that the council accept her proposal as a compromise and that <br />the Council could still determine to lower the levy in December. That would provide a <br />General Fund levy of $1,761,561 and a levy of $505,100 for bonds. <br /> <br />Motion by Council Member Paar, seconded by Council Member Lee, to approve Res. <br />#09-025 –approving a preliminary budget and levy. Motion carried (4-1) Council <br />member Broussard Vickers opposed. <br /> <br /> <br />9.Proposed response to State Auditor Report. <br /> <br />Staff presented a proposed letter to respond to the State Auditor Report on the petitioned <br />audit. The draft has been modified by the City Attorney as it relates to keeping of minutes. <br /> <br />Motion by Council Member Broussard Vickers, seconded by Council Member Lee, to <br />approve the amended letter responding to the State Auditor Report.
