Planning and Zoning February 4, 1997 <br /> MnDNR. Royal Oaks is doing what they can to preserve as much wetlands and natural <br /> surroundings in the development. <br /> Mr. Black explained after the RCWD meeting Royal Oaks lost a building lot, dropping the <br /> count from 41 to 40 buildable lots. Continuing, Royal Oaks may be loosing more since <br /> they need to obtain permits from the Army Corp of Engineers, PCA, DNR - wildlife and a <br /> nation wide permit. <br /> Mr. Black described the lot lay out and explained the over all street concept will not <br /> change. Mr. Black is asking for the Planning and Zoning support to make a <br /> recommendation to the City Council to approve the rezoning and preliminary plat. Mr. <br /> Black suggested first, accepting the general street design not to exceed 40 buildable lots. <br /> Second, approval is subject to the approval from the required review boards: <br /> MnDNR, RCWD, and the US Army Corp of Engineers. Third, settle the watermain <br /> easement location. Forth, developer work with the City Council to develop an avenue to <br /> work out a watermain loop from Lalonde's property, either across the creek or down <br /> Peltier Lake Drive. Fifth, entrance island with minimal maintenance shrubs, bushes and <br /> contingent upon MSA - Dave Nyberg's approval. Mr. Black requested consideration for a <br /> 1000 feet block variance. <br /> Nyberg recommended constructing the road with no curbs or gutters but put in guard <br /> rails. Tourville asked what is the tonnage on these roads? Nyberg responded 7 ton <br /> although, he felt it was best to go without curbs and gutters for maintenance purposes. <br /> LaMotte questioned the road guarantee since the same issues were addressed and handled <br /> with Peltier Lake Drive but it didn't work? Broussard- Vickers asked if it was required to <br /> keep the road outlet to Main Street? Nyberg said yes its required for emergency vehicles <br /> and access. <br /> Tourville asked if the erosion issue was addressed from the last meeting? Nyberg <br /> commented there is a sift fence that would protect erosion unless the watermain goes <br /> under the creek, then some disruption may occur. <br /> Nyberg identified the three options for the watermain loop: <br /> 1) North, under the creek <br /> 2) South, under the creek <br /> 3) Running the watermain down Peltier Lake Drive <br /> Nyberg commented the utilities will be addressed on the utility plan sheet. Further, the <br /> watermain easement will need to be shown on the final plat. <br /> Nyberg felt confident with the developers attention to detail and suggested forwarding the <br /> preliminary plat to the City Council with the mentioned contingencies. <br /> 2 <br />
