aziKS <br /> I REALTY, INC. <br /> January 28, 1997 <br /> James March <br /> City Administrator <br /> 1880 Main Street <br /> Centerville, MN 55038 <br /> Dear Mr. March: <br /> I am writing to update you on a number of issues regarding Lakeland Hills <br /> since the January 7, 1997, Planning Commission meeting. <br /> Attached is draft #2 of the protective covenants for Lakeland Hills. At the <br /> Planning Commission meeting, questions were raised to the composition of the <br /> Architectural Review Committee and to the control and design of assessory <br /> buildings. The Committee make up is addressed in Item # 17 and the design <br /> and construction of accessory structures is addressed in Item # 3, <br /> As a result of a staff meeting with your consultants at MSA, a revised grading <br /> plan has been prepared. The revised plan does not affect the over all density, <br /> number of lots or street pattern. The revision addresses details on storm water <br /> management, ponding and lot grading and drainage. Only minor revisions to <br /> the preliminary plat have been made. <br /> The consultants at MSA have pointed out that Section 24.01 of City Ordinance <br /> Number 8, (regulating the subdivision and platting of land), limits the length <br /> of any block to be 620 feet. A variance is therefore needed because our loop <br /> street design creates a block over 1000 feet long. Section 51.03 of Ordinance <br /> 8 states that the City may approve a variance where exceptional topography or <br /> other physical conditions create a hardship if the strict compliance of the <br /> ordinance were required. In this case, the topography and existing wetlands <br /> do merit approval of the variance. I also point out that in an R -2 zone, where <br /> the minimum lot width is 100 feet and for a corner lot, 110 feet, only six lots L <br /> could be platted together in a block in order to satisfy the maximum block , (` J <br /> length of 620 feet. <br /> � ".ti <br /> The preliminary plat of Lakeland Hills has been sent to a number of public 0 <br /> agencies for their review and comment.
