MEMO <br /> DATE : January 21, 1999 <br /> TO : Honorable Mayor and Council <br /> FROM : Jim March <br /> RE : Water Interconnect <br /> Included in your packet is a copy of the latest version of the CONTRACT FOR JOINT <br /> USAGE OF WATER FACILITIES BY AND BETWEEN THE CITY OF LINO LAKES <br /> AND THE CITY OF CENTERVILLE. Mr. Tom Peterson (Bonestroo..) has had recent <br /> discussions with the Lino Lakes Acting City Engineer John Powell (TKDA) in regards to our <br /> interest in pursuing the interconnect for the 1999 construction season. I asked Mr. Peterson to <br /> document his conversations so that they can be recorded and distributed to Council. <br /> I have pulled several pieces of information from the water interconnect file to be included in this <br /> packet to bring the new Councilmembers up to speed on this issue. Also included in the packet <br /> are some excerpts of minutes from previous Council and other meetings on this issue. <br /> In addition, I have included the written review from the former City Attorney on his review of the <br /> original contract document and his suggested change to the contract. <br /> The original draft feasibility study for the 20th Avenue Watermain Interconnection and Trunk <br /> Sanitary Sewer project dated January 1997 from HR Green is included. ** Please note the <br /> original plans for the 20th Avenue project showed that a watermain extension would be run from <br /> 20th Avenue west to 2Ist Avenue with the interconnection being at a point on 21st Avenue. This <br /> option was never exercised and the alternate to run a watermain extension from 20th Avenue west <br /> to 2Ist Avenue was not awarded due to cost and the reluctance of the landowner to indicate <br /> where the easement should be located. <br /> I also included the description of the interconnect and the handout from the public informational <br /> meeting that was held for the 20th Avenue Sewer and Water Extension project. <br /> I have left a message with the new Lino Lakes City Administrator expressing my desire to set up a <br /> meeting to discuss several common issues that our two Cities need to address. Please let me <br /> know immediately via e-mail if you have questions on this item or if additional information is <br /> desired. <br />
