from this area to the existing sanitary sewer line constructed in the Clearwater Meadows
Development. The wastewater from this point will flow through the City sanitary sewer
system by gravity to the MCES Lift Station. The Lake Area Utilities property, Clearwater
Meadows Outlot, and Sheehy's property may be served by the adjacent existing sanitary
sewer systems, depending on development configuration. Dependent on the location and
type of development on the Sheehy's property, it may be more feasible to serve the Sheehy
property from the sanitary sewer proposed under this project. Sanitary sewer service and
stubs will be constructed, from the 8 -inch sanitary sewer, to serve the properties adjacent
to 20th Avenue. Similar to the watermain service, the sanitary sewer services and stubs
will need to be bored under the county road. Exhibit 3 shows the proposed sanitary sewer
construction.
EASEMENTS AND PERMITS
The extension of watermain and sanitary sewer along 20th Avenue is anticipated to be constructed
within the 100 foot County Road 54 right -of -way. A utility easement will be necessary for the
lift station and the metering vault. Temporary construction easements may also be necessary.
Several permits will need to be secured to complete the work. Below is a list of the permits
required:
Minnesota Department of Health Watermain Construction
Minnesota Pollution Control Agency Sanitary Sewer Construction
MCES Sanitary Sewer Construction
Anoka County Highway Department Construction within ROW
Minnesota Department of Natural Resources Creek Crossing
Rice Creek Watershed District Creek Crossing
U.S. Army Corps of Engineers Creek Crossing
ESTIMATED PROJECT COSTS
The total project cost has been estimated to be $625,185.00. Below is a breakdown of the various
costs. Table 1 shows the costs associated with the watermain construction to be $370,575.00
Table 2 shows the costs associated with the sanitary sewer construction to be $254,610.
Restoration costs are assumed to be split 50% between water and sewer. If only one utility is
constructed, restoration costs would be higher than the 50% used for estimating the costs.
1
FEAS- 260.085 -4- 260 - 085 -11
