The 1997 costs show that the Storm Water Fund <br /> will continue to grow over the next 10 years with community growth. <br /> 1997 Service Charge Revenues $ 24,305 <br /> 1997 Operating Expenses ($ 6,937) <br /> 1997 Net Revenue $ 17,368 <br /> 1996 Fund Balance $ 7,783 <br /> 1997 Fund Balance $ 25,151 <br /> Storm Water Rates Evaluation, Conclusions and Recommendations: <br /> 1. Current service charges appear to meet and exceed operating costs. We recommend that the <br /> Phase Two Study evaluate the operating costs to determine if costs for pond dredging and <br /> other costlier maintenance tasks are reflected in these costs. It is recommended that these <br /> costlier tasks be factored into future operating costs and a maintenance account be established <br /> for these higher operating costs. <br /> 2. A Storm Water Replacement Fund does not exist to pay for future replacement and/or major <br /> system repairs. The estimated Total Replacement Cost for the Stonn Water System is about <br /> $ 2,000,000. An annual investment or set aside of $ 6,000 is recommended based on this <br /> estimated replacement value. An initial Replacement Fund balance should be about $ 60,000. <br /> The Phase Two Study should analyze the system value and the ability to establish a <br /> Replacement Fund from current funds with out increasing service charges. <br /> Proposed Capital Improvements <br /> We have compiled a proposed list of Capital Improvements, while evaluating the three utility rate <br /> systems. We recommend that these Improvements be evaluated in light of the Utility Rate results <br /> of the proposed Phase Two study. <br /> Sanitary Sewer <br /> Upgrade work for Lift Stations 1 and 2 <br /> Emergency Generator hook -up for L.S. # 2 <br /> Future Upgrade of Lift Station # 3 <br /> Water <br /> Water Interconnect with Lino Lakes <br /> New Well — Well # 3 <br /> New Larger Water Tower ( 500,000 gallons) <br /> Future Upgrade work for Wells 1 and 2 <br /> Replacement of gate valves and other fittings <br /> Wellhead Protection Plan <br /> 4 <br />
